Responsibilities and Duties
Purpose of the Task Force
The purpose of the Solano County Local Task Force for Integrated Waste Management is to (1) develop goals, policies, and procedures in accordance with California Integrated Waste Management Board rules and regulations, (2) guide in the development of the City and County Source Reduction and Recycling Elements, (3) to comment on and assist in the development of the Siting Element and Countywide Summary Plan, and (4) to recommend and coordinate the implementation of waste and disposal reduction programs.

The Task Force, in order to ensure a coordinated and cost effective regional recycling system, shall:
  • Identify solid waste management issues of countywide or regional concern.
  • Determine the need for solid waste collection and transfer system, processing facilities, and marketing strategies that can serve more than one lead local jurisdiction within the region.
  • Facilitate the development of multi-jurisdictional arrangements for marketing of recyclable materials.
  • To the extent possible, facilitate resolution of conflicts and inconsistencies between or among city and county Source Reduction and Recycling Elements.
  • Develop goals, policies and procedures consistent with guidelines and regulations adopted by the California Integrated Waste Management Board, to guide the development of the siting element of the county wide integrated waste management plan.
  • Assist in complying with waste reporting requirements.
Membership
There are twenty-four permanent members who must represent groups/entities as listed in the attached By-Laws, approved by the Board of Supervisors Resolution No. 96-230 dated November 26, 1996.
