Angelica Russell
Professional Standards Interim Manager


Angelica Russell began her career with the Sheriff’s Office as an Accountant in December of 1996.  She moved up the organization through several promotions to management positions including Staff Analyst, Senior Staff Analyst, Administrative Services Manager, and her current position of Director of Administrative Services.  Prior to joining the Sheriff’s Office, she served as a Financial Operations Analyst at Mare Island Naval Shipyard until its closure in March of 1996. 

In her current role as Director of Administrative Services, she oversees the departmental functions in areas of Budget and Fiscal Administration, Contract and Grant management and reporting, Personnel and Technology functions, the Injury and Illness Prevention Plan, the Extended Leave Program, Cal-ID/Property ID, Records & Warrants, Civil Services, Correctional Health Care Services, and Animal Care Services. 

During her tenure with the Sheriff’s Office, Angelica has led multiple committees and implemented quality improvements to administrative and financial workflows incorporating greater efficiencies and internal controls.  More recently, she led the implementation of a “Cashless Jail Technology”, offering kiosks for booking collections, online deposits into inmate trust accounts and inmate release debit card services.  She serves as a key team member of the County’s Virtual Timecard Project on the development and implementation of the server-based timekeeping input module and staff scheduling solutions for the complex operations of the Sheriff’s Office.

Angelica received her Bachelor of Science Degree in Business Administration, majoring in Finance and Economics from the California State University of Sacramento.
