Mission Statement
The mission of the Rural North Vacaville Water District (RNVWD) is to provide domestic water and water for fire protection through a public water distribution system, owned and operated by the District through a contract with California Water Service, Utility Services (CWSUS).
District Functions
The RNVWD is a Community Services District formed under Government Code Section 61000 et. Seq. to develop and provide a public water distribution system. The public water distribution system serves properties within the RNVWD boundaries with potable water for residential use. In addition, the RNVWD provides water for fire protection by supplying water to a series of fire hydrants serving properties in the area.
The Rural North Vacaville Water District was formed by a vote of the property owners in the English Hills and Steiger Hills area north of Vacaville in June 1996, at which time a Community Services District was formed as a Special Assessment District to collect a supplemental tax to pay for the construction of the potable water system. The County Board of Supervisors was appointed as the District’s Board of Directors during construction and the first full year's operation of the public potable water system. The Environmental Management Department was the County Department that oversaw the construction of the potable water system. Two low cost loans were obtained for the construction of the water system. The first loan for $5 million was obtained from California State Department of Water Resources for installation of the 43 miles of pipe, some PVC and some ductile iron, that covers roughly a 22 square mile area. The second loan for $8.8 million was obtained from the California State Department of Health Services to design and construct the potable water system that includes drilling two deep wells (1,500 feet) with pumps that pump 500 gallons per minute; two 300,000 gallon tanks with two booster pumps each that pump 250 gallons per minute; the system also includes air release valves to maintain pressures in the system; a system of fire hydrants for fire protection throughout the District. The District built service roads to each of the tank sites and well sites.
On May 28, 2004 the Department of Resource Management took oversight of the Operation and Maintenance of the Rural North Vacaville Water District under a contract with California Water Service, Utility Service Company, Dixon, CA. The water system was activated for water service on January 31, 2003 with 25 customers connected.
