a. How much have I paid and what do I still owe on my District Special Assessment?
Answer: Contact NBS (800.676.7516) They are the firm retained by the District to maintain the detailed records for each RNVWD Assessment, including how much has been paid, what is still owed, and what a pay off amount would be. You will need to provide them with your name, address and APN number.
b. Can I lower my property tax bill by paying off my District Assessment?
Answer: Yes, but with an interest rate of 2.8% on the Assessment loan you are paying off, it may not be wise to do so.
c. Can I sell my RNVWD water connection?
Answer: Maybe. There are several factors that determine if you can sell a water hookup: (A) A water connection is tied to the property as a part of the property. While there is a legal process available to sell and transfer a water connection from one parcel to another, it is a property transaction that requires legal documents. (B) Is the water hookup you want to sell your only source of domestic water for your property? If yes, then you cannot sell your connection. Without having another reliable domestic water source, such as a well, on site to serve the property, you cannot sell the connection. (C) You can sell a connection if you find a buyer who is in the District and has a parcel that can be served by the District’s existing water distribution lines.
d. Can I sell my “Reservation” or “Supplemental” connection?
Answer: Yes, but the purchaser must be a member of the District.
e. How do I determine if a property is in the RNVWD?
Answer: If you can see a water meter and backflow preventer on the property you are most likely in the District. Call Cal Water with your address or call the County with your APN number to find out for certain.
f. All my neighbors are in the RNVWD, does that mean I am also?
Answer: No. Becoming a member of the District was voluntary and many home owners elected NOT to join. There is a set number of 533 RNVWD members who have a financial interest in the District and this number cannot be increased.
g. Can I split my property to use my supplemental connection?
Answer: Maybe. You must first apply to the Rural North Vacaville Water District, the Fire District and LAFCO. Approval depends upon several factors other than just the water hookup availability. Size of the parcel to be split, septic suitability, road access and public input are a few of the factors that determine if a parcel can be subdivided.
h. Can I subdivide my property?
Answer: Maybe. As in (f) above there are several factors that dictate whether you are allowed to subdivide your property. Water availability, of course, to each parcel is a major concern. Solano County Department of Resource Management is the best place to begin.
i. Are there any limitations to purchasing a connection and joining the District?
Answer: Yes. You must acquire an existing connection and apply to join the District. You must receive the approval of the Solano Local Agency Formation Commission (LAFCO) that the new connection location conforms to County standards. You must receive approval from the District Engineer that the system has the ability to support your new connection from the nearest main line. In addition you will be responsible for the cost to run the water line to your new property line.
j. Can I use water from a fire hydrant?
Answer: No. Unless you have specific authorization in advance from the Fire District and the RNVWD Administration. Fire hydrants are intended to be used by the Fire District for providing a reliable source of water for emergency purposes to fight fires. For specific authorization procedures contact the District Director at the County. Special water rates apply and a meter deposit is required.
k. I have a District Water connection reservation. When must I activate it?
Answer: A RNVWD Domestic Water System “Reservation” is a use or lose right (See District Rules & Regulations for definition). It must be exercised and activated according to the District’s Adopted Rules and Regulations within the first ten years of the District’s Water Systems Operations or it expires. The Water System began operating in February 2003, so “Reservations” for domestic water system hook-ups must be exercised/activated by February 1, 2016.
l. What happens if I fail to activate my District water connection reservation before February 1, 2016?
Answer: The “reserved” connection right reverts back to the District and you forfeit your initial deposit.
m. How do I activate my connection, I have a meter on my property?
Answer: Call Cal Water (click the link to see phone number)
n. When will the District be allowing additional water connections to the existing system?
Answer: There are no plans to expand the existing system.
o. How do I run for a seat on the RNVWD Board of Directors?
Answer: The 5 Directors are elected for 4 year terms in August of even numbered years. The terms are staggered and the Registrar of Voters will hold mail ballot elections for Board of Directors positions as dictated by law. To run for a Board seat you must own a water connection, be up-to-date in payments for water service, and be a registered voter residing in the District. In addition, you must file election papers with the Registrar of Voters when an election is called.
