The Housing Program
Solano County residents and visitors deserve to have access to a safe living environment. The housing program is designed to make sure that hotels, motels, rental housing, jail and detention facilities are safe and sanitary. Housing facilities such as hotels, motels, jails and detention facilities are issued permits and are inspected regularly by the Department of Resource Management. Rental Housing is inspected on a complaint basis.  Additional information on the housing program can be found in the FAQ’s.
Household Trash, Garbage and Sewage Complaints
The Department of Resource Management also responds to complaints concerning improper storage and disposal of household trash and garbage; and complaints concerning overflowing sewage. If you are having a problem with your septic system go to the Well & Septic System Program for more information.
Vector Control
The vector control program includes the survey and recommended abatement of rodents, insects, and other vectors of disease within Solano County. For more information on vectors, such as rodents, rats and bats, go to the FAQ’s.  You may also download the brochure "Rat Prevention Tips" that contains useful information to exclude rodents from your property. The Center for Disease Control and Prevention also has information on rodents and their abatement.

Complaints
If you have a complaint about a health and safety situation that may be a threat to the health and safety of an individual or the public, including:
  • overflowing sewage
  • hotel, motel, jail and detention facilities
  • rodents or other vectors
  • rental home* (see below)
You may submit the complaint to the Department of Resource Management at (707) 784-6765.

If you live in a rental home and have a complaint about health and safety conditions in the home you should first notify the landowner or property manager of the conditions in writing. Keep a copy of your written notice for your records. If after a reasonable amount of time, the land owner or property manager has not responded to your complaint, you may submit a complaint to the Department of Resource Management at (707) 784 -6765. We will ask you for a copy of notices you have previously given to the land owner or property manager.

If you have a complaint regarding an accumulation of junk cars or illegal dumping in lots or areas within the unincorporated areas of the County, you may submit a complaint to the County Code Compliance Officer at (707) 784-6765. If the complaint is within city limits, you may need to call that city’s code enforcement officer.
