Our Mission
The Mission of the Solano County Health Promotion and Education Bureau is to maximize individual and community wellness by promoting healthy behaviors and environments in our county.

We believe that health education and primary prevention strategies are cost effective means of achieving community wellness.

We believe in using data to guide our planning. We embrace the diversity in our communities and strive to reduce disparities in health status.

The majority of our work is community-based within Solano?s diverse neighborhoods, and 90% of our programs are funded by grants.
Our Philosophy
Public Health Education is about community wellness. We believe in creating healthy communities and supporting citizens to be as healthy as they can be. We work to prevent needless injuries, disabilities and premature deaths.

We envision a Solano County that respects and honors its diversity. A county that offers a high quality of life and is healthy, livable, walkable, bikeable and safe.

To achieve this, the Health Promotion and Education Bureau was formed in 1994 to assess, plan, implement and evaluate effective health education and community awareness programs.

We work extensively with coalitions and help mobilize communities. While we provide many services to individuals and groups, we focus our efforts on advocacy and creating policies to maximize the positive impact on populations within our community.

Spectrum of Prevention
Health Promotion and Education Bureau staff works at many levels within the community, often simultaneously. We embrace the Spectrum of Prevention as a helpful model that describes seven levels of effective community prevention initiatives including:
