Mental Health Services Act

In November 2004, California voters passed Proposition 63, known as the Mental Health Services Act or MHSA. Written in partnership with individuals and family members of individuals whose lives are affect by mental illness and community leaders, the MHSA calls for each county to create a continuum of care to serve all age groups from birth to the end of life, funded by a one-percent tax on Californians with incomes over one million dollars.

MHSA provided the first opportunity in many years for increased funding, personnel, and other resources to support county mental health programs and monitor progress toward statewide goals for children, transition age youth, adults, older adults, and families.

MHSA has five components or plans:

During the first six years of the MHSA, Solano County wrote and implemented separate plans for each of the five components. However, the most recent MHSA Three-Year Plan, which outlines service delivery for fiscal year 2014-2015 through fiscal year 2016-2017, represents a transition to a new paradigm for MHSA, one which addresses a new vision for mental health services in Solano County, characterized by increased integration and clearer linkages. The aim of Solano County Mental Health is to provide services which span the continuum of care and which vary in intensity and duration based on client need. Represented by the diagram below, services cover the life spans of our clients, from early childhood through the older adult years, and traces a continuum of services including prevention activities, early intervention services, treatment, and recovery oriented services.

How to Get Involved

  • MHSA is a community driven system and the public is strongly encouraged to provide input and feedback.
  • The MHSA Stakeholder Planning Process creates an opportunity for advocates and for individuals whose lives are affected by serious mental illness to provide input into the development of the MHSA service delivery system.
  • MHSA Steering Committees are composed of consumers, family members, and representatives of underserved populations. They provide input to County MHSA administration, and are partners in the creation of MHSA Plans and Updates.
  • MHSA Planning Meetings take place as needed to gather input for MHSA plans and annual updates.
  • All MHSA plans and updates have a 30 day public comment period. All Stakeholders, community members, mental health consumers, and family members are strongly encouraged to provide feedback. Comments can be made by email, mail, or over the phone.

Issue Resolution Process
The Solano County MHSA Unit has a process in place for Issue Resolution. The Issue Resolution Process is intended to address grievances and appeals regarding services, treatment, and care by providing a way to address issues, complaints, and grievances about MHSA planning and process in Solano County.
