NOTICE:  CHANGES TO HOW EMPLOYERS MAKE PAYMENTS TO THE SDU:

The California State Disbursement Unit (SDU) is making a number of changes that will affect the way you make child support payments.  These changes are occurring because the State is changing both its vendor and bank that support the SDU. 

You will need to re-register to continue making payments using www.casdu.com or through the SDU’s Interactive Voice Response (IVR) system (866-901-3212).  

The following information will assist you in making the necessary changes: 

There is a two-step process to ensure your employees’ child support payments are remitted on time and they get proper credit for the payments.  First, you must re-register before February 3, 2012.  Second, beginning February 6, 2012, you will need to reschedule your child support payments.  If you have a payment currently scheduled to be made after February 3, 2012, this payment will not be processed.   

To register, please access the website at https://www.childsup.ca.gov/SDUOutreach 

  • Select the “Employers” button
  • Select “Register Now”
  • Complete an employer profile
    • You will need your FEIN and company contact information

If you currently use the IVR to make payments, registration will not be available until February 6, 2012.  To register, please call (866) 901-3212. 

We are changing the file format to CSV (Comma Separated Value) for uploading a bulk file of employees into the web site. Call the toll free number below for more information.

If you have questions about a specific wage assignment you have received, please call (866) 901-3212.  Please provide your company name, your name, phone number, employee name and Social Security number, and the Solano County Department of Child Support Services case number.


Electronic Income Withholding Orders (e-IWO)
Income Withholding is a critical part of the child support enforcement program.  In an effort to improve the efficiency and effectiveness of Income Withholding, the Federal Office of Child Support Enforcement implemented the electronic exchange of Income Withholding Orders, "e-IWO."  With e-IWO states send, and employers receive Income Withholding Orders electronicaly.  Click on the link e-IWO for more information.

Can I send in one check for multiple employees?

Yes.  Please note how much money is for each case, the employee's Social Security number, the Child Support Services case number.

How do I handle multiple Income Wthholding Orders (IWO) for the same employee?

If the employee has more than one IWO for support, add together the amount of support due. If 50% of the employee's net disposable earnings will not pay in full all of the wage assignments for support, prorate it first among all of the current support assignments in the same proportion that each assignment bears to the total current support owed.

For example, George has a total net disposable income of $800. You cannot deduct more than 50%, which is $400, as the court does not state you can deduct a higher percentage. He has two support obligations, one for $300 current support (obligation A) and another for $200 current support (obligation B) for a total of $500. Obligation A would get 3/5 of the $400 ($240) and obligation B would get 2/5 of the $400 ($160).

In another example, Henry's net disposable income is $1,200. You cannot deduct more than 50%, which is $600, as the court does not state you can deduct a higher percentage. He has two support obligations, one for $300 current support (obligation A) and another for $200 current support (obligation B) for a total of $500. However Henry owes some past due child support: obligation A has a repayment amount of $100 and obligation B's repayment is $50 for a total of $150. Obligation A would get 2/3 of the remaining $100 ($66.67) and obligation B would get 1/3 of the remaining $100 ($33.33).


I have lost the Child Support Services case number; what other sort of identification information should I put on the check?

Please note all information known about the case. For example, the payer's and or custodial party's names and Social Security numbers, the court order number under which you are deducting the money, the payroll date, the children's names or Social Security numbers, or addresses of any of the parties involved.


I just received this Income Withholding Order (IWO) - what does this mean?

The law requires the Child Support Services to serve an Income Withholding Order even if the non-custodial party is paying on their own. It is intended to ensure the consistency of child support payments by advising you (the employer) of how much child support to deduct.


I just received this National Medical Support Notice (NMSN) - what does this mean?

An NMSN is a court order to enroll the child(ren) in the non-custodial parent's health insurance plan if available at no or a reasonable cost. If the court ordered child support plus the cost of the health insurance coverage exceeds 50% of the non-custodial parent's net income, please return the NMSN noting the excessive cost. If coverage is available, the employer must commence health care coverage within thirty (30) days after service of the NMSN order. Please enroll the child(ren) and return to our office a completed NMSN form and any insurance cards and/or booklets. If coverage will be available at a later date, please keep the NMSN and activate it when available and send to our office a completed NMSN form and any insurance cards and/or booklets. Please send a note regarding when the insurance will be available and return the completed NMSN to us once coverage is activated. A response must be received by our office within thirty (30) days of service of the NMSN.

Health care coverage includes medical, dental and vision.


What is the Legal Date of Collection and why is it so important?

The Legal Date of Collection (LDC) for a child support or spousal support payment made by deduction of wages is the month, day, and year when the payment was received by the State Disbursement Unit. The law requires that payments be credited to the non-custodial parent's account as of the Legal Date of Collection.

DCSS is pleased to announce the launch of E-Update, an online newsletter for employers and payroll professionals. E-Update was developed as a tool to communicate important child support wage withholding process and program news to employers and payroll professionals. E-Update gives employers an avenue to ask questions and share their feedback. Initally E-Update will be produced quarterly and on an as-needed basis.
