Michael Reagan - Supervisor District 5

Mike Reagan joined the Solano County Board of Supervisors in January 2005 as the advocate for the people in the 5th District, which encompasses over 300 square miles of eastern Solano County; including Rio Vista, Travis AFB, the eastern portions of Vacaville and Suisun City, the northeastern portion of Fairfield; and the unincorporated communities of Elmira, Birds Landing, and Collinsville.

He was selected by his peers to chair the Board of Supervisors in 2007 and 2011 and currently serves as Chair-Pro tem.

As a county supervisor, Mike focuses on several policy areas that are making a difference in our quality of life in Solano County, including:

              Kick-starting countywide job creation efforts;

              Protecting our Delta and our local water supply;

              Increasing the awareness of issues facing seniors, military members and veterans - as well as programs for them;

              Pushing for practical land-use strategies that protect the environment, preserve our agriculture and promote our economy;

              Keeping your public safety at the forefront, as our local law enforcement takes on the state’s former responsibility of housing and supervising felons; and

              Reshaping county government to be more efficient and outcome-focused.

In addition, Mike serves on 20 local, regional and national boards and commissions (see partial list below).

Mike brings a lifetime of leadership and budget experience to this elected position.

      A retired Lt. Colonel, Mike specialized in providing community support services and logistics for most of his 28-year career in the United States Air Force, managing multi-million dollar budgets and holding command positions around the globe.  He also served as an Air Force Legislative Liaison for three years, with an advocacy portfolio of nearly 40 percent of the Air Force budget. During his final decade in uniform he commanded two squadrons and served two Wing Commanders as Chief of Staff at Travis Air Force Base,

      Upon his retirement from the Air Force in 1999, Mike served as the Executive Vice President and Government Affairs Director for a nonprofit trade association, the Northern Solano Association of Realtors®, where he took the lead on revamping personnel management practices and local political advocacy efforts.

      Based on his visibility in the community as the link between Congress, state and local governments, and the Air Force, Mike was recruited to serve as a senior advisor to a State Senator who represented Solano and 10 other Northern California counties.

After his service in the Senate, Mike was asked to create a new legislative advocacy strategy for the Vacaville Chamber of Commerce and other nonprofit agencies.  There, he built a successful program to lobby legislators in support of efforts that create jobs, properly size public infrastructure, and help schools.

      Mike was then asked to work for our Congressman as his senior policy advisor on National and Homeland Security issues – working primarily to help Northern California communities near military bases prepare for the 2005 round of the Base Realignment and Closure (BRAC). He also helped assist in California National Guard work drug interdiction and homeland security enhancements.

Mike holds a Bachelor of Arts degree from Niagara University in New York.  He also did post-graduate level leadership programs through the Air Command and Staff College, Air Force Institute of Technology, and Air War College.

He and his wife of 28 years, Joanie, live in Vacaville with their two daughters, Shannon and Casey.
