CRIMINAL JUSTICE

Probation:

7.                  Approve submittal of a one-year grant application for $160,000 to the U.S. Department of Justice for the Children Exposed to Violence Demonstration Program for the period October 1, 2010 through September 30, 2011; and Authorize the Chief Probation Officer to sign the Grant Agreement and any extensions or amendments

8.                  Approve a $450,000 contract amendment with California Forensic Medical Group for the period May 10, 2010 to June 30, 2012 increasing the contract maximum amount from $3,050,000 to $3,500,000 and broadening scope of work to include mandated mental health services at Solano County's Juvenile Detention Facility and New Foundations Program

Sheriff’s Office:

9.                  Adopt a resolution approving participation in the Emergency Management Performance Grant with a performance period ending June 30, 2011 in the amount of $198,691; Authorize the Sheriff to sign the Grant and associated modifications; and Authorize the Sheriff or his designees to administer the grant and to sign operational contracts and reimbursement claims

LAND USE/TRANSPORTATION

Resource Management:

10.             Approve an agreement with the City of Dixon and Dan Figueroa for the West Parkway Infill Project to provide mitigation for traffic impacts through July 1, 2012; and Authorize the County Administrator to sign the agreement

11.             Approve a $32,770 contract amendment, increasing to $325,000, and extending from June 30, 2010 to December 31, 2010, the agreement under which Muniplan manages the mitigation monitoring process and contract administration for the Montezuma Wind Energy Project; and Delegate signature authority to the Director of Resource Management

County Administrator:

13.             Accept the FY2009/10 Third Quarter Financial Report and take action as outlined in the recommendations contained in the report

14.             Consider approval of agreements with Lucas, Austin & Alexander dba Brooks Street for $920,000, SWA Group for $240,000 plus reasonable expenses and the City of Vallejo for an estimate cost of $240,000 for the entitlement phase of the Solano360 Fairgrounds Project; Delegate authority to the County Administrator to execute all three agreements; and Authorize the County to submit Initial Project Application to the City of Vallejo

Human Resources:

15.             Consider approving minor revisions to the Voluntary Time-Off Program; and Declare the time period of July 1, 2010 through June 30, 2011 as a Period of Economic Hardship

16.             Receive cost information and approve offering another designated period for granting two years additional California Public Employees' Retirement System service credit as an early retirement incentive for specified job classifications and departments pursuant to Government Code Section 20903 for local miscellaneous and safety members; and direct staff to present a resolution and required certifications for adoption at the May 25, 2010 Board meeting to implement this program
